  • Dr. Tamara B. Smith Event Host | Associate Vice President & Senior Project Manager, AECOM

    With more than 23 years in the infrastructure industry, Dr. Smith serves as Associate Vice President and Senior Project Manager at AECOM. A proud member of COMTO Connecticut, she has served as Treasurer, Vice President, and Chair of the Scholarship Committee. Passionate about mentorship and leadership development, she continues to champion opportunities for the next generation of transportation professionals. Her impact and dedication were recognized with the 2022 WTS Connecticut Rosa Parks Diversity Leadership Award.

  • Garrett Eucalitto Commissioner Connecticut Department of Transportation

    As commissioner, Garrett leads one of Connecticut’s largest state agencies overseeing a team of more than 3,300 professionals and managing an annual budget of nearly $3 billion.  
     
    Under his leadership, the Connecticut DOT is committed to providing a safe, efficient, and sustainable intermodal transportation network that enhances the quality of life across our state. Garrett’s work extends beyond Connecticut’s borders, as he is making a national impact.  
     
    On November 1, 2024, the board of directors for the American Association of State Highway and Transportation Officials (AASHTO) elected Garrett as its 2025 President. As AASHTO President, Garrett has made safety his primary focus. He is committed to centering safety in every action taken by state DOTs, tackling the safety crisis that is affecting roadways nationwide. His leadership addresses key emphasis areas including Safer Communities, Safer Users, and Safer Workers, all integral to his mission of improving transportation safety across the country.  
     
    Here in Connecticut, Commissioner Eucalitto has implemented several impactful initiatives that will improve safety on our roadways. Among them is the launch of the state’s work zone safety camera program. His team has enhanced and held hundreds of Traffic Incident Management training opportunities to better prepare fire, police, EMS, and towing & Recovery to respond to emergencies on our roads. He’s also pushed a program allowing towns and cities to install automated traffic enforcement safety devices, further contributing to safer driving environments across the state.  
     
    Garrett’s focus on the safety of CTDOT employees and crews working on the roadside, railroads, and throughout the entire transportation system is unwavering. He’s particularly passionate about leveraging advanced technology to make our roads safer. In addition to his leadership role at AASHTO, Garrett is deeply involved in other important national and regional transportation efforts. He serves on the Executive Committee of the Transportation Research Board, the Executive Committee of the Northeast Corridor Commission, and chairs Connecticut’s Vision Zero Council, which is dedicated to eliminating traffic fatalities in the state.  

  • Tanya Adams COMTO National Chair Senior Vice President WSP

     

    Tanya works with WSP USA’s business lines, regions, and functional groups to create a work environment that produces three key outcomes: a culture of trust that provides safe spaces for sensitive conversations; increased workforce diversity and advancement of diverse WSP talent; and greater support for WSP colleagues who are leaders in underrepresented communities. In addition, she advocates for business involvement in both the engineering and transportation communities and on WSP USA’s contracts. Prior to joining the firm, she served in leadership roles with the Illinois Department of Transportation for 19 years.

    Tanya is actively involved in strategic initiatives with community organizations—serving alongside underrepresented business partners—and she develops and directs both internal and external programs to meet business needs. Tanya’s personal goal is to see the faces of America equally reflected at all levels of the transportation industry. She has devoted her career to serving as an advocate and a resource to all individuals and businesses.

    Since 2007, Tanya has been involved in the Conference of Minority Transportation Officials (COMTO), having served as a member of the Board, Corporate Advisory Council, Joint Leadership Team, Women Who Move the Nation Committee, and the Program Planning Committee. In 2016, she was named COMTO’s Corporate Executive of the Year, in 2018 she received COMTO’s President’s Award for Excellence and currently serves as 1st Vice-Chair, recognizing her leadership efforts and outreach to minority and disadvantaged business firms locally and nationwide.

    In 2015, she became the first African American woman to be elected to the board of the American Council of Engineering Companies (ACEC) of Illinois. She also served as the Chair of ACEC’s Students Engaged in Engineering Committee for 10 years, currently serving as Vice Board Chair, Tanya is actively engaging and fostering an interest in the transportation industry among students.

    In addition, Tanya is a member of WTS and was named 2018 Woman of the Year; she also actively participates in the Illinois Road and Transportation Builders Association (IRTBA).
